Steppers can vary how far open they are open while solenoids are either fully open or fully closed. Solenoids can open and close extremely fast and by doing so they allow air to bleed off and control boost. A dual solenoid is literally one control unit with two solenoids in it. This allows it to be more responsive to boost changes and maintain a more consistent pressure.
